Frequency planning is actually an implementation of capacity. planning. Frequency planning together with capacity planning tries to. maximize the information flow (voice or data) over the radio interface and. simultaneously to maximize the efficiency of the radio network.
GSM mobile system like other communication systems has the frequency band used in the systems depends on the type of the GSM system, cellular system means dividing the area region the system installed in it in to many cells, each cell and each channel must has it's own frequency, so the frequency planning is very important to the future of the system installed because of continuously expanding the area of each city and increasing the users of GSM system, the frequency band for the system is limited, so it must be taken account the number of frequencies using, in this section, frequency planning before installing the system has been studied and the advantages of this process for system future installed in that area.
Frequency planning is one of the several most important factors which influence the wireless network quality. The frequency planning strongly affect the capacity, quality voice and reduce neighboring interference.
General Form Frequency Planning such as: 4x3, 3x3, 2x6, 1x3, 1x1 for using in the present. Each form depends on the quantity of users.
Base on calculation in GSM Network Coverage in Radio Network Planning we estimate 59 Base Stations.
We have frequency bandwidth 10MHz (ARFNC: 45-94) and form 4x3 Which 4 is Base Station number and 3 is Cell number of Base Station.
We use 4x3 model Reuse frequency.
We suppose:
From above table 4x3 = 12 Cells so once cluster for frequency group A{A1,A2,A3}, B{B1,B2,B3}, C{C1,C2,C3} and D{D1,D2,D3}.
Base on above table: one Base Station Cell A1 Channel 94 is BCCH and channel 80, 68 and 56 are TCH so max configuration for one BTS S(4/4/4).
Max configuration per BTS S(5/5/5)

Understanding GSM Frequency Band
We use 4x3 model Reuse frequency.
We suppose:
- BCCH from 81-94 (14 channels)
- TCH from 45-80 (36 channels)
- Channel 81 and 82 is reserved channel of BCCH for micro cell BTS (indoor planning).
Table Frequency Reuse (4x3)
From above table 4x3 = 12 Cells so once cluster for frequency group A{A1,A2,A3}, B{B1,B2,B3}, C{C1,C2,C3} and D{D1,D2,D3}.
